Bangladesh and China have signed a memorandum of understanding (MoU) to strengthen technical and vocational education and training, modernise educational institutions and expand employment opportunities for Bangladeshi youth.

The agreement was signed on Saturday on the sidelines of the closing ceremony of the World Conference on the Development of Technical and Vocational Education and Training at the Meijiang Convention and Exhibition Center in Tianjin, China.

Bangladesh’s Education Minister Dr ANM Ehsanul Hoque Milon signed the agreement on behalf of Bangladesh, while China’s Vice Minister of Education Wang Guangyan signed on behalf of his country.

The agreement coincided with the formal launch of the Framework of World Vocational and Technical Education Standards, known as the Beijing Agreement, an international initiative aimed at raising the quality and recognition of technical and vocational skills worldwide.

Representatives from more than 100 countries, including education ministers from over 40 countries, attended the conference. China also unveiled a white paper on vocational education and national standards for its Luban Workshop programme.

Bangladesh’s participation in the global framework is expected to support efforts to equip young people with skills aligned with international employment requirements.

Under the bilateral agreement, Bangladesh and China will prioritise several areas of cooperation to improve the quality of technical education.

One key initiative is the modernisation of eight technical education institutions in Bangladesh using Chinese curricula, teaching methods and practical training frameworks.

The two countries also plan to introduce joint academic programmes under the 2+2 and 3+1 models, allowing students to pursue different stages of their education through collaborative arrangements between institutions in the two countries.

The agreement further envisages the development of modern laboratories and smart classrooms at Bangladeshi technical institutions.

The MoU aims to expand employment opportunities for Bangladeshi students and graduates, including opportunities at leading Chinese organisations.

It also provides for increased scholarship opportunities for Bangladeshi students pursuing higher education in technical and vocational fields in China.

Another major initiative under consideration is the establishment of a new technical and technology university in Bangladesh through joint cooperation between the two countries.

Institutions specialising in technical and higher education in several prominent Chinese provinces, including Guangdong and Jiangxi, are expected to serve as key partners in implementing the long-term projects.

Following the signing ceremony, Education Minister Milon said the Beijing Agreement and the bilateral MoU would open new opportunities to improve the skills and employment prospects of young Bangladeshis.

He expressed optimism that cooperation based on international standards would help create practical job opportunities while strengthening diplomatic ties between Bangladesh and China.

The initiatives are also expected to contribute to Bangladesh’s broader economic and social development by improving workforce skills and strengthening links between education and industry.

The agreement reflects the two countries’ intention to deepen cooperation in technical education, with a focus on practical training, institutional modernisation and preparing young people for an increasingly skills-driven labour market.
