U.S. Revises Ukraine Peace Plan After Pushback from Kyiv, Europe

The United States' recent proposal aimed at halting the war and establishing peace in Ukraine is now being revised following strong objections from Kyiv and its European allies, who argue that the plan was overly favorable to Russia. Ukrainian and U.S. representatives held further discussions on the proposal in Switzerland on Monday.

After the first day of talks in Geneva on Sunday, Washington and Kyiv issued a joint statement saying they had drafted a “refined peace framework,” though no specific details were disclosed. Last week, the U.S. had surprised Ukraine and several European countries with a 28-point peace plan, giving Kyiv until Thursday to respond. According to sources cited by Reuters, the revised plan now includes provisions to secure Ukraine against future Russian aggression and outlines financial mechanisms to support Ukraine’s reconstruction. President Volodymyr Zelensky said discussions were ongoing.

Speaking via video link from a separate summit of Ukraine’s allies in Sweden, Zelensky said, “We continue working with all our partners, especially the United States. We want an agreement that strengthens us—not one that weakens us.” He emphasized that Russia must pay for the war and that the decision to use frozen Russian assets was critical.

“We are at an important moment,” Zelensky said. “We are working with the U.S., European partners, and many others to define steps that can end Russia’s war against Ukraine and bring real security.”

Meanwhile, U.S. President Donald Trump has continued pressuring Ukraine to accept a deal. U.S. Secretary of State Marco Rubio, who led the American delegation in Sunday’s talks, suggested that the Thursday deadline for a final agreement might no longer hold. Zelensky is currently facing one of his most vulnerable moments since the start of the war, following the dismissal of two ministers over corruption scandals. Trump’s proposal reportedly includes allowing Russia to retain occupied Ukrainian territories—an idea that could lead to accusations of treason against Zelensky from Ukrainian citizens if accepted.

Despite ongoing peace efforts, Russia has continued its attacks on Ukraine. On Monday, Russian forces launched a deadly drone strike on Kharkiv, killing at least four people and injuring 17, according to Mayor Ihor Terekhov, as reported by The Guardian. Three residential buildings were hit and caught fire. With winter approaching, concerns of a more complex and dangerous phase of the war are mounting.
