European Leaders Discuss Multinational Force to Secure Strait of Hormuz

European leaders are exploring the deployment of a multinational force to ensure free trade through the Strait of Hormuz once the ongoing conflict involving Iran, the United States, and Israel comes to an end.

The discussions are taking place at a high-level meeting in France on Friday, co-chaired by French President Emmanuel Macron and British Prime Minister Keir Starmer. Several other world leaders are joining the meeting virtually.

European officials have expressed concern that a continued U.S. naval blockade in the strategic waterway could trigger rising inflation, food shortages, and jet fuel supply disruptions.

According to invitation letters sent to participating leaders, discussions are focused on restoring full freedom of navigation and addressing the economic consequences of the blockade. The proposal includes preparing for a defensive multinational military mission to be deployed once conditions stabilize.

The planned force would be activated only after the conflict ends. Its key responsibilities would include clearing sea mines and ensuring that commercial vessels can pass through the strait without being subjected to tolls or interference.

A French official, speaking anonymously, said the plan depends on two critical assurances: Iran must commit to not targeting passing ships, and the United States must guarantee it will not obstruct maritime traffic in the strait.

Previously, Macron and Starmer had also proposed forming a European force to support Ukraine, to be deployed after the end of the war with Russia.

Around 30 leaders from Europe, Asia, and the Middle East are participating in the meeting, which is seen as a major opportunity for Europe to demonstrate its strategic role. Until now, Washington has largely sidelined Europe in diplomatic efforts to resolve the Iran-U.S. conflict.

German Chancellor Friedrich Merz and Italian Prime Minister Giorgia Meloni are attending the meeting in person. According to the Élysée Palace, no representatives from Iran, the United States, or Israel have been invited.

Meanwhile, the UK Prime Minister’s office at 10 Downing Street said planning for a joint military initiative is already underway. Military chiefs from participating countries are expected to meet next week at the UK’s command headquarters in Northwood Headquarters in London to further develop the proposal.
