Six Qawmi Madrasa Education Boards to Be Formed for Coordination, Development and Public Exams

The government has decided to establish six Qawmi madrasa education boards to coordinate and develop the country’s Qawmi madrasas and conduct public examinations, Prime Minister Tarique Rahman told Parliament on Wednesday.
He also informed the House that certificates issued by the six boards would be recognised as qualifying credentials for appointment to two specific posts in government and private madrasas.
The prime minister made the disclosure in a written reply to a question from Monirul Haque Chowdhury, MP for Cumilla-6, during the question-and-answer session on the third day of the third session of the 13th Jatiya Sangsad. Speaker Hafiz Uddin Ahmad Bir Bikram chaired the session.
According to the prime minister, a decision was taken in 2006 through a gazette notification to establish a permanent institution called “Qawmi Madrasa Education Board Bangladesh” to coordinate, develop and conduct public examinations for all Qawmi madrasas in the country.
Later, the Dawra-e-Hadith (Takmil) certificate awarded by Qawmi madrasas under Al-Haiatul Ulya Lil-Jamiatul Qawmia Bangladesh was recognised as equivalent to a master’s degree in Islamic Studies and Arabic under the Dawra-e-Hadith (Takmil) Certificate Equivalence to Master’s Degree (Islamic Studies and Arabic) Act, 2018.
Under the law, six education boards were designated:
- Befaqul Madarisil Arabia Bangladesh
- Befaqul Madarisil Qawmiya Gohardanga Bangladesh
- Anjuman-e-Ittehadul Madaris Bangladesh
- Azad Deeni Edara-e-Talim Bangladesh
- Tanzimul Madarisid Diniya Bangladesh
- Jatiya Deeni Madrasa Education Board Bangladesh
- Qawmi certificates recognised for two posts
Regarding employment opportunities for Qawmi madrasa graduates, the prime minister said the Private Educational Institutions (Madrasa) Manpower Structure and MPO Policy, 2026 was amended on June 23.
Under the amended policy, certificates issued by the six Qawmi madrasa education boards have been recognised as the required qualifications for appointment to the posts of Assistant Moulvi (Qari) and Ibteda’i Qari.
The government’s decision is expected to create new employment opportunities for Qawmi madrasa graduates holding certificates in Ilm-e-Qiraat or Hifzul Quran, in addition to those holding a Dawra-e-Hadith (Takmil) degree.
