Trump Administration Proposes Major Changes to U.S. Visa Rules for Foreign Students, Exchange Visitors, and Journalists

The administration of U.S. President Donald Trump has introduced sweeping changes to visa regulations for foreign students, exchange visitors, and journalists, marking the end of the long-standing "Duration of Status" (D/S) policy that has allowed many visa holders to remain in the United States for the length of their academic programs or authorized activities.

Under a new rule published on Thursday by the Department of Homeland Security (DHS), international students and exchange visitors would generally be limited to a maximum stay of four years in the United States. Foreign journalists would be granted admission for up to 240 days per entry, while Chinese journalists would be limited to 90 days.
 
The proposed regulation will take effect 60 days after its publication in the Federal Register, subject to congressional review.
 
Under the new framework, international students and exchange visitors wishing to remain in the United States beyond the four-year limit would be required to apply for an extension of stay or leave the country and seek re-entry under a renewed visa.
 
The measure is the latest in a series of immigration policy initiatives introduced since the Trump administration took office in January 2025. The administration argues that allowing certain visa holders to remain indefinitely under the Duration of Status system has created security risks and imposed unnecessary costs on U.S. taxpayers.
 
According to DHS, the department has identified numerous individuals who entered the United States as students between 2000 and 2010 and were still residing in the country as of April this year while claiming to remain enrolled in academic programs.
 
DHS data show that more than 1.8 million people entered the United States on student visas in 2024, representing an increase of more than 11% compared with the previous year.
 
The department also reported that during the fiscal year ending September 30, 2024, the United States admitted more than 500,000 exchange visitors and approximately 37,300 foreign journalists.
 
DHS said the significant growth in the number of these visa holders has made monitoring and overseeing their compliance with immigration rules increasingly challenging.
 
The proposal represents the latest step in President Trump's broader effort to tighten restrictions on both legal and illegal immigration, as his administration continues to pursue stricter enforcement of U.S. immigration policies.
