Bangladesh Moves to Launch PayPal, Targets Expansion of Freelancing Workforce

The government of Bangladesh has taken effective steps to introduce the long-awaited online payment gateway PayPal, aiming to boost employment through the expansion of the information technology sector.

Prime Minister Tarique Rahman informed Parliament that a five-year master plan has been adopted to issue ID cards to 200,000 freelancers and provide training to thousands of young people.

He shared this information on Wednesday during a parliamentary session in response to a written question from MP Md. Abdul Aziz of Natore-4.

The Prime Minister said that various agencies under the Information and Communication Technology Division are implementing plans and programs to create employment through digital expansion.

Key Initiatives

ICT Directorate:
The Department of Information and Communication Technology plans to train 1,000 individuals over five years to develop freelancers and issue ID cards to 200,000 freelancers. So far, 7,500 freelancers have already received ID cards, and the process is ongoing.

Bangladesh Hi-Tech Park Authority:
Through the Bangladesh Hi-Tech Park Authority, around 2,400 individuals will be trained in 2026 in advanced technologies such as Artificial Intelligence, Machine Learning, and Virtual Reality.

To accelerate investment and employment, 83 services are already being delivered online, with plans to add 10 more within the next year. A committee has also been formed to ensure effective operation of high-tech and software parks and to facilitate the launch of PayPal services in Bangladesh.

Bangladesh Computer Council:
The Bangladesh Computer Council will conduct ITEE (Information Technology Engineers Examination) training for around 1,000 undergraduate and graduate students across 20 batches over the next five years.

Additionally, 5,020 job seekers and students will receive short-term training in areas such as AI, mobile app development, Python programming, data analytics, and cybersecurity, along with one-year diploma and postgraduate diploma programs.

The council has also initiated programs to empower about 700 individuals with special needs through basic computer training, and around 700 women entrepreneurs through the Women in ICT Frontier Initiative (WIFI).

Currently, 300 students from 15 universities are undergoing ITEE training in the April 2026 session. Training has already been completed for 40 individuals with special needs and 20 women entrepreneurs under the WIFI program.

The government expects that the introduction of PayPal and expansion of digital skills training will significantly strengthen the freelancing ecosystem and create new employment opportunities across the country.
