BIDA Chief Shares 180-Day Accountability Reform Plan with Prime Minister

The Executive Chairman of the Bangladesh Investment Development Authority, Ashik Chowdhury, has announced that a 180-day action plan aimed at fostering accountability across government agencies has been submitted to the Prime Minister.

In a Facebook post published Tuesday, Chowdhury said the plan was shared as part of broader efforts to improve governance and efficiency within public institutions.

He noted that although he had no prior experience working with Prime Minister Tarique Rahman, he has had multiple opportunities over the past month to engage with him through inter-ministerial meetings and one-on-one review sessions.

Chowdhury highlighted several leadership qualities of the Prime Minister that left him optimistic. “He is a good listener, gives space for discussion without imposing decisions, focuses on results, and leads by example through punctuality, discipline, and simplicity,” he wrote.

Key Elements of the 180-Day Plan

Chowdhury emphasized that building a culture of accountability in public institutions is essential. As part of this initiative, BIDA has outlined 25 measures to be implemented over the next six months. Some of the major steps include:

  • Privatization of closed and struggling state-owned industries under Public-Private Partnership (PPP) models

  • Introduction of Free Trade Zones and a defense industry policy

  • Exploration of alternative energy sources to address potential energy shortages

  • Modernization of management systems at seaports and airports to reduce corruption and lead time

  • Formation of a Private Sector Advisory Council for the Prime Minister

  • Expansion of the “BanglaBiz” one-stop digital platform for business services

  • Completion of a Korea-Bangladesh Free Trade Agreement under the Ministry of Commerce

He noted that global instability has led to a decline in foreign direct investment (FDI), prompting Bangladesh to focus not only on foreign investment but also on boosting domestic investment to support employment.

Chowdhury added that a “results card” will be published after six months to evaluate the success and shortcomings of the plan.

In a lighter note, he mentioned that he plans to continue his adventurous parachute jumps—with the Prime Minister’s approval, provided he avoids injury—and humorously pointed out that he still has no selfies with the Prime Minister due to their busy schedules.
