The United States has informed Ukraine that Washington may scale back intelligence sharing and weapons support if Kyiv does not agree to a U.S.-brokered framework for a proposed peace agreement. Two individuals familiar with the matter told Reuters about the development.
Washington has presented Ukraine with a 28-point plan. The proposal includes several of Russia’s key demands—among them, ceding additional territory, reducing Ukraine’s armed forces, and permanently abandoning NATO membership. The sources say the U.S. has never put this level of pressure on Kyiv in any previous negotiation. Washington wants Ukraine to sign the framework by next Thursday.
A delegation of senior U.S. military officials held talks with President Volodymyr Zelensky in Kyiv on Thursday. The U.S. ambassador to Ukraine and the head of Army public affairs described the meeting as successful, stressing that Washington wants a formal document between the U.S. and Ukraine signed as soon as possible.
EU leaders, however, say they were not consulted about the U.S. 28-point plan. Britain’s Keir Starmer, Germany’s Friedrich Merz, and France’s Emmanuel Macron jointly spoke with Zelensky by phone. EU foreign policy chief Kaja Kallas noted that Europe’s own plan consists of only two principles: weakening Russia and supporting Ukraine.
U.S. officials say the proposal was drafted after discussions with Zelensky’s close ally, Rustem Umerov, Secretary of Ukraine’s National Security and Defense Council. According to them, Umerov agreed to most parts of the plan—after several revisions—and then presented it to Zelensky.
But on Friday, Umerov wrote on Telegram that he neither negotiated nor approved any such plan. He said his role during the U.S. visit was limited to organizing meetings and preparing discussions, and he had no mandate to evaluate or approve proposals. After meeting the U.S. delegation on Friday, Umerov emphasized that Kyiv will not accept any plan that compromises Ukraine’s sovereignty.
