NEWS DESKThe final draft of the much-discussed July National Charter 2025 has been officially handed over to political parties. Following months of deliberation, debate, and revisions, the document includes 84 proposals and 8 pledges aimed at bringing sweeping reforms to the country's parliamentary and governance structures.
One of the key proposals in the charter explicitly states that a person elected as Prime Minister cannot simultaneously serve as the head of a political party. Additionally, no individual may hold the position of Prime Minister for more than 10 years in total.
The draft also recommends the formation of a bicameral legislature, a significant structural change from the current unicameral parliamentary system.
Prepared by the National Consensus Commission, the charter focuses on reforms in the constitution, electoral system, judiciary, civil administration, police, and anti-corruption measures. The commission claims there is already broad political consensus on these key areas.
In the background section of the document, it notes that the dreams enshrined in the 1971 Declaration of Independence — of establishing a democratic system based on equality, human dignity, and social justice — remain unfulfilled even after 53 years.
