President Mohammed Shahabuddin today issued the 'July National Charter (Constitution Reform) Implementation Order, 2025', removing the provision that automatically incorporated reform measures into the constitution if the Constitutional Reform Council failed to act within a specified timeframe.
According to the order, if the referendum approves, the next parliament will assume a dual mandate -- functioning both as the legislature and as the Constitutional Reform Council. It will have 180 days from its first sitting to enact constitutional amendments.
Earlier, the Consensus Commission, in its recommendations to the government on implementing the July Charter, proposed giving the Reform Council 270 days to amend the Constitution.
One alternative option suggested automatically incorporating the reform measures into the constitution if the council failed to act within 270 days of its first sitting.
BNP and like-minded parties opposed the provision for automatically incorporating reform measures into the constitution.
The president issued the implementation order at a time when Jamaat-e-Islami and the National Citizen Party (NCP) were demanding an order to give the charter legal recognition. The NCP specifically demanded that the chief adviser, rather than the president, issue it.
Earlier today, the Advisory Council approved the 'July National Charter (Constitution Reform) Implementation Order, 2025' in a meeting, and the chief adviser signed it before sending it to the president, according to the CA Press Wing.
