Tensions in Parliament Again over Constitutional Reform Council Discussion

In the latest session of the Bangladeshi Parliament, opposition leader Shafiqul Rahman called for a special session of the Constitutional Reform Council, citing Article 10 of the July National Charter and Constitutional Reform Implementation Order (Order No. 1, 2025). His demand triggered an extensive debate between government and opposition members.

After the question-and-answer session, Shafiqul Rahman raised the issue during a point of order, stating that he had submitted the notice following the Speaker’s advice and expected it to be approved for discussion.

The government’s chief whip, Nurul Islam, argued that parliamentary practice requires waiting until the star-marked questions and Rule 71 procedures are completed before raising such matters.

Shafiqul Rahman insisted that, according to the Speaker’s earlier instructions on March 15, this was the correct time to raise the issue, emphasizing it as both his right and duty.

Home Minister Salahuddin Ahmed sought a minute to speak, but opposition MPs objected. After clarification from the Deputy Speaker that the timing falls under the Speaker’s authority, the Home Minister acknowledged that debate would proceed following parliamentary rules.

Later, opposition chief whip Nahid Islam stressed that the discussion of the July Charter and constitutional reform is a matter of public importance, urging adherence to parliamentary procedure while ensuring the issue is addressed.

Ultimately, the Deputy Speaker confirmed that the notice will be considered after the conclusion of Rule 71 proceedings or at a future designated session, following parliamentary protocol, bringing the debate to a temporary close.
